Notice is hereby given of the DIGBY PARISH COUNCIL MEETING to be held on Wednesday 12th June 2024 commencing at 7pm, in Digby War Memorial Hall for the purpose of considering and resolving business as set out in this agenda. County and District Councillors, the press and members of Digby electorate are cordially invited to join the meeting.

 

Public Forum

The public forum will proceed for up to 15 mins, when members of the public may ask questions or make short statements to the council.  This time allocation can be extended by resolution of the council.

District & County Councillors' Matters

After the Public Forum each councillor will provide a 5-minute report on the business of their relevant council

 

If none of the above are in attendance the Parish Council will resolve to commence the full council meeting as soon as possible.

1.Chairman’s Opening Remarks. (24/082)

a)  Welcome.

2.  Apologies for Absence & Co-option (24/083)

a) To receive apologies for absence and reasons given. 

3.  Declarations of Pecuniary Interest & Applications of Dispensation (24/084)

a) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation.

4.  Signing of the Minutes (24/085)

a) To resolve to accept the notes of the Annual Parish Council Meeting held on Wednesday 8th May and the Extra-ordinary meeting held on 22nd May 2024 as a true and accurate record of those meetings.

5.  Planning Matters (24/086)

a) Planning Applications Received.

b) Decision Notice Received.

Notification of Appeal Decision for Planning Ref 23/0362/PNND Springwell Barn, Beck Street.

The Planning Inspectorate dismissed the appeal.

24/0022/FUL The pony paddock, The Pinfold – Erection of a detached timber clad stable block – Application approved by NKDC Planning.

6. General Parish Matters (24/087)

a.  To review and accept the new Financial Regulations produced by NALC.

b.  To register an interest in the new Defra Community Green Space fund.

c.  To consider a response to the notification of a proposed one-way route system, incorporating Digby Fen Road, to the Biofuel site at Walcott.

d. To consider any suggestions for any works for the LCC Volunteer Days.

e.  To consider purchasing a Digital Display Speed Indicator requested at the Annual Parish Meeting

f.  To consider, from the Annual Parish Meeting, for a request stop at the railway station to improve transport links.

g.  To arrange a date for a walk around the village to review the councils assets.

7.  Highways (24/088)

a) To report any pot holes or Highways issues.

b) To note repairs to Digby Fen Road from 1st July to 6th Aug, as announced by LCC Highways.

c)  To consider any further update regarding Public Footpath No.5 and discuss correspondence from the Countryside Officer regarding upgrading stiles.

d) To consider response to complaints about builders rubble left after construction of Gresswell Field development.

e) To discuss a request for 20mph limit on Station Road.

8.  The Village Hall (24/089)

a) To acknowledge receipt of the minutes from the latest meeting of the committee, and any comments, if required.  

9.  Drainage (24/090)

a)  To report on the meeting with the Flood Officers and discuss any actions required

b)  Update on the meeting of the Emergency group volunteers.

10. Playing Field, Play Areas and Village General (24/091)

a)  Report of Monthly inspection of Play Equipment.

b)  Update on the improvements to the playing field road

c)  To note the painting of the dug-out will be carried out on 23rd June, weather dependant.

d)  To confirm the names of councillors for the play equipment inspection training course with LALC.

e) To confirm the litter picker has been on a Brushcutter/trimmer course.

f)  To consider action regarding hedges obstructing the footpaths.

g)  To revisit the Bowls Club Lease.
