Digby Parish Council 

 

Notice is hereby given of the PARISH COUNCIL MEETING to be held on Wednesday 8th April 2026 commencing at 7pm, in Digby War Memorial Hall for the purpose of considering and resolving business as set out in this agenda. County and District Councillors, the press and members of Digby electorate are cordially invited to join the meeting.

 

Public Forum

The public forum will proceed for up to 15 mins, this time allocation can only be extended by resolution of the council. This forum is not part of the formal meeting.

This session is to receive verbal or written comments and views from the public for consideration at future meetings.

Please note any issues raised requiring a decision of the council cannot be discussed until added to the agenda for the next meeting.

Members of the public are expected to be polite, civil and respectful at all times during the meeting.

District & County Councillors' Matters

After the Public Forum each councillor will provide a 5-minute report on the business of their relevant council

 

If none of the above are in attendance the Parish Council will resolve to commence the full council meeting as soon as possible.

1.Chairman’s Opening Remarks. (26/049)

a)  Welcome.

2.  Apologies for Absence & Co-option (26/050)

a) To receive apologies for absence and reasons given. 

b) To consider any applicants to fill the vacancy on the council by co-option.

3.  Declarations of Pecuniary Interest & Applications of Dispensation (26/051)

a) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation.

4.  Signing of the Minutes (26/052)

a) To resolve to accept the notes of the Parish Council Meeting held on Wednesday 12th March 2026

5.  Planning Matters (26/053)

a) Planning Applications Received.

26/0308/PNH – 3 Vicarage Close, Single storey rear extension 5.3m in total length from the original wall, eaves height 2.45m and maximum height 3.54m

b) Decision Notice Received.

26/0070/HOUS – 33 Chestnut Close, Replacement of existing fencing, gates and trellis.  Approved by NKDC

6. General Parish Matters (26/054)

a)  To confirm the purchasing of a new defibrillator.

b)  To agree replacing the unserviceable bulbs in the village hall footway lighting.

c)  To confirm the invites have been sent out for the Annual Parish Meeting.

d)  To confirm where to place the ‘No Dog Fouling’ signs received from NKDC.

7.  Highways (26/055)

a) To report any pot holes or Highways issues.

8.  The Village Hall (26/056)

a) To acknowledge receipt of the minutes from the latest meeting of the committee, and any comments, if required.

9.  Drainage (26/057)

a)  To confirm booking of the first cut of the Beck.

10. Playing Field, Play Areas and Village General (26/058)

a)  Report of monthly inspection of Play Equipment and any update on the funding application.

b)  Update on the Ruskington Lions using the pitch.

c)  Update on the progress with the Bowls Club lease.

d)  Update on street light No.1 on Beck Street still being unserviceable.

e)  To schedule the cutting of the bowls club hedge.

f)  To confirm amount raised at the Bingo evening organised by the Friends of Digby School.

g)  To acknowledge notification of grant award of £86,390.00 for the new play equipment

i) To agree to pay the third-party fee of £9,286.93 to release the funding agreement and register with ENTRUST via the FCC Communities Foundation.

ii) To confirm Cllr K Groves as the authorised person to sign the FCC Communities Foundation electronic Funding Agreement.   Mrs McDonald, Parish Clerk as secondary authorised contact.

iii)  To confirm the grant is to be paid directly to the contractor on completion of project.

iv)  To plan the promotion of the grant.

11.  Allotments (26/059)

a) To report on any updates from the Allotment Committee.

12.  Finance (26/060)

a) To note bank balances and approve bank reconciliation 

b) To note any income received during the last month.

13.  Correspondence (26/061)

a) LALC Newsletter - Distributed to all councillors. 

b) NKDC Newsletter - Distributed to all councillors

c)  County Cllrs Newsletter – Distributed to all councillors

d)  LALC Webmaster – current webmaster leaving 17th April, LALC will be covering the website maintenance.

e)  NKD Empty Homes Project– posters have been placed in the noticeboards

f)  Lincolnshire Police are recruiting cadets from 1st April.

g) NKDC Youth Support Forum – request information on any activities planned for 11 to 18 yr olds.

h)  NKDC – the next Parish & Town Council forum is planned for 30th June

i)  Rail Network – Safety warning at pedestrian rail crossings of freight using the tracks on Sundays

j)  Saferplay – digital system to manage public play equipment inspections.

14.  Dates of Future Meetings (26/062)

Parish Council Meetings for 2026 – Second Wednesday of the month –  13th May, 10th Jun, 8th Jul, 12th Aug, 9th Sep, 7th Oct, 11th Nov, 9th Dec.

Annual Parish Meeting, 22nd April 2026.

Annual Parish Council Meeting, 13th May – prior to the normal monthly full council meeting.
